The Payagala Fisheries Community Facility initiated under The Community based Livelihood Projects from International Organization for Migration (IOM) constructed the building was opened and handed over to the fishing community on 26 January 2007. This construction was funded by Government of Greece. The community partner being Payagala Fishing Cooperative Society, Sewalanka Foundation & Department of Fisheries and Aquatic Resources. Rotary Club of Colombo Central will provide the necessary equipment to this centre. President Keerthi visited and met the Fishing Community on Feb. 24, 2007. (Project completed 25/March/2007 )

The Payagala Fisheries Community Facility was inspected by the President Keerthi after handing the furniture and equipments to the value of Sri Lanka Rupees 350,000. Rotary Club of Chester UK contributed the funds. March 25 , 2007
